University to launch mobile knowledge class in Aug
University will launch its first mobile classroom in August. Aimed at making technology available to students in remote areas under the university's jurisdiction, the air conditioned Mobile Learning Resource Centre will probably be the first-of-its kind initiative taken up by any university in the state. The mobile centre will travel across Thane, Raigad, Ratnagiri and Sindhudurg, with a stopover of 10 days in each district, training the students and members of the community. The classroom is equipped with five computer terminals, LCD projector, plasma screen, a wi fi connection, e-books, journals, and a full-time staff.
The centre will have over a thousand English and Marathi books, including literature and history bestsellers. Socially-relevant films on issues like water harvesting, agriculture and health will also be available. Deputy registrar Leeladhar Bansod said the number of centres might be increased in future after the pilot project is launched.
Senate member Mahadeo Jagtap said the centre will be very helpful for communities in remote areas. “But the university should create enough awareness. It will be pointless if the facility is available and nobody uses it,“ said Jagtap.

Two Institutes Obtain Interim Relief From HC
The All-India Council of Technical Education (AICTE) issued `no-admission' orders for 2014-15 to 19 of 25 technical institutes in the state, which were under scanner for alleged violation of norms. It means over 7,000 seats will not be available for this year's admissions as these colleges will not be able to admit any students in the first year of their undergraduate technical programmes. But some institutions obtained a stay from the Bombay High Court while others are planning to seek legal relief soon.
Mumbai University , which has most of the 25 affiliated colleges, has got letters from the AICTE for at least three colleges so far, said registrar M A Khan.
He said the university will take cognisance of the AICTE order and decide if they should be granted affiliation for this year.
One institute, running a management programme, sought closure and was granted permission, said AICTE chairman S S Mantha. In the remaining colleges, the AICTE ordered closure of some programmes or reduction of intake capacity , he added. Mantha said the AICTE follows a self-disclosure policy while giving sanctions and does not visit every college.
“When there is a complaint, we take action. Our representatives visited the colleges, gave them show-cause notices and all processes have been followed before putting them in the `no admission' category for this year,“ said Mantha.
The university received letters for Watumull Institute of Electronic Engineering and Computer Technology in Worli, Lokmanya Tilak College of Engineering and Indira Gandhi College of Engineering, both in Koparkhairane. Pillai Institute of Information Technology , Engineering, Media Studies and Research in New Panvel and KC College of Engineering (KCCOE), Thane, have already got interim relief from the HC and are allowed to participate in the CAP for 2014-15.
In May , the Supreme Court allowed the AICTE to go ahead with its approval process for new colleges and variation in student intake, new courses, etc in existing colleges only for 2014-15. The court had directed the AICTE to complete the process by June 10. However, in view of an extended hearing of grievances by institutions which were denied approvals, the AICTE moved the apex court and got the deadline extended till July 3. As such, the approval process was to end on Thursday .
The KCCOE and Pillai Institute had moved separate pleas in the HC against the AICTE's orders of June 10 and 23, respectively , restricting them from admitting students for 2014-15.
In the case of KCCOE, the AICTE justified its stance on the grounds that the college's petition against a similar `no admission' order passed by the council last year, was still pending in the high court. The KCCOE moved the Supreme Court, which passed orders on July 4 and December 6, 2013, allowing the college to admit students for 2013-14. For Pillai Institute, the AICTE cited deficiency in terms of land availability .
In an interim order passed on June 20 in the case of KCCOE, the high court division bench of justices Anoop Mohta and A A Sayed observed that the AICTE's impugned order on the grounds of pendency of petition was unsustainable.
“There was no reason for the respondent (AICTE) to pass similar order of `no admission' for this year after having noticed that the petitioner institute (KCCOE) has complied with all necessary formalities and there was no deficiency and the institute is otherwise eligible for grant of permission to admit students.“ The bench went on to stay the AICTE order.
The plea by Pillai institute has been posted for hearing on July 11, while the civil application by the KCCOE is to come up for hearing on July 18.
Teachers from Watumull College have written to the university seeking intervention.
Principal Sandhya Desai said the management will soon take a decision on moving court.
While colleges had more than 10 deficiencies as listed in the complaint by the NGO, Citizen Forum for Sanctity in Educational System, a state technical board official said many don't have occupancy certificate.
Meanwhile, two students moved the HC against the government for raising the eligibility criteria from 45% in the open category to 50% (in HSC) for admission to engineering colleges. If the court rules in their favour, engineering admissions might get further delayed.

AURANGABAD: A recent Bombay high court interim order has paved the way for some new engineering colleges, which had sought approval from All India Council of Technical Education (AICTE) but were rejected by the state government, to participate in the Centralized Admission Process (CAP) round for first year engineering.
Any new institute is required to comply with AICTE norms to operate. The institutes can directly approach the body without taking prior approval from the state government.
However, with a large number of first year engineering seats lying vacant for the last couple of years and the increase in the intake capacities of institutes, the state government had made a provision to reject and stop any new college from operation and participating in the admission process even after securing the AICTE approval.
The court order dated July 1, a copy of which is with the TOI, states that taking an overall view of the matter, at this stage, in the interest of students, as well as, the institute, "this court be pleased to direct the respondents to upload the petitioner's name for the CAP and be allowed to participate in CAP round and /or Minority Admission Procedure, for the academic year 2014-15 for the engineering courses..."
The order further states that "non-listing of the Petitioners institute/name on the AICTE website will not affect the admission process and implementation of prayer clause (c)."
Mahesh Shivankar, joint director of technical education (administration), said, "Some institutes in the state had approached the high court requesting that they be allowed to participate in the admission process as they had the necessary approval of the AICTE. As many as 12 new institutes from Aurangabad, which were among the petitioners, will benefit from the high court order." The next date of hearing is scheduled onJuly 11.

Future of Learning: Educational Reforms in India via Technology
Recently, there has been uproar about modifying a three year degree program to a four year one in India. There were arguments for and against the introduction of a four year undergraduate program. While the four year college education would help students who aspire to go abroad for higher studies, the same would mean a disaster for students from a lower middle class section of the society, who want to quickly graduate and join the workforce.
Being brought up in India and having studied in the Indian education system, I believe that our higher secondary education and undergraduate programs are quite rigorous and they prepare students well to compete internationally. However, research, technology and life skill training are not strong points of our current (undergraduate/graduate) education system.It would be a highly desirable move if the Indian education system decides to incorporate basic research training modules, technology and life skill training sessions in the curriculum. Also, investing in online learning management systems, databases and other resources can greatly benefit the above cause. Developing a MOOC (Massive Open Online Course) platform and providing some free MOOC education modules to students can be a major game changer in the field of Indian education system. Giving students full degree credit for completing MOOC courses can solve the three or four year degree dilemma.
The future of learning is fast changing, especially with the help of technology. With proper infrastructure, trained teachers and technology, access to quality education in every corner of India can become a possibility. Though it is a complex task, educational reform can begin when the following requirements are in order:
- Qualified teachers: Attracting and retaining top teaching talent is the key to solid and quality education. Unfortunately, the current pay structure, privileges and standard of living provided to a teacher are not very impressive. Regardless, most teachers invest because of their passion towards the field of education. Serious consideration must be given to attract brightest minds in academia.
- Major overhaul of learning resources, facilities and infrastructure.
- Fixing student teacher ratio in classrooms.
- Designing curriculum keeping the current industry standards and requirements in mind.
- Creating educational options that are flexible and can adapt with the changing times.
In the end, I would like to say that education reform should be such that it enhances student experience, gives them a robust standing wherever they may be, and open a variety of career avenues for them to choose from. From a faculty standpoint it should be such that it adds value, vigor and excitement in the life of the teachers. Finally, the expectation of the nation from an educational reform would mean -- well educated/informed citizens who are tolerant of one another, can comprehend the vastness of knowledge, understand and apply logic, innovate ideas that can start or sustain industries for job creation and become stalwarts for upcoming generations.

BHU में एशिया की सबसे बड़ी साइबर लाइब्रेरी
साइबर लाइब्रेरी के रूप में बनारस को एक और तोहफा मिल गया है. काशी हिंदू विश्वविद्यालय (बीएचयू) की सेंट्रल लाइब्रेरी अब एशिया की सबसे बड़ी साइबर लाइब्रेरी बन गई है. ई-रिसोर्सेज से युक्त 450 कंप्यूटर्स वाली इस अत्याधुनिक लाइब्रेरी की सुविधा 24 घंटे उपलब्ध होगी.लाइब्रेरी में पढ़ाई के लिए छात्रों की हर सुविधा का खयाल रखा गया है. यहां तक कि रात के समय में स्टूडेंट्स को हॉस्टल्स तक छोडऩे और कैंटीन की व्यवस्था भी की गई है. हालांकि बीएचयू की गायकवाड़ सेंट्रल लाइब्रेरी में साइबर लाइब्रेरी एक साल पहले ही खुल गई थी, लेकिन इसे विस्तार अब मिल पाया है.
10 करोड़ रुपये की लागत
जानकारी के मुताबिक इस साइबर लाइब्रेरी को विकसित करने में करीब दस करोड़ रुपये की लागत आई है. लाइब्रेरी के सेकंड फेज का शुभारंभ बुधवार को कुलपति डॉ. लालजी सिंह ने किया. सेकंड फेज पूरा होने से इस एसी लाइब्रेरी में 450 कंप्यूटर युक्त केबिनों में स्टूडेंट्स पढ़ाई कर सकेंगे. इसके अलावा छात्रों को कंप्यूटर नेटवर्किंग और वाई-फाई की सुविधा भी दी गई है. यह लाइब्रेरी बीएचयू के दक्षिणी राजीव गांधी कैंपस में बनाई गई है.
लाइब्रेरियन डॉ. एके श्रीवास्तव का दावा है कि संसाधन व सुविधा की दृष्टि से अब बीएचयू को एशिया की सबसे बड़ी साइबर लाइब्रेरी होने का गौरव मिल गया है. बीएचयू की साइबर लाइब्रेरी खास है, क्योंकि यहां हिंदी, संस्कृत व साहित्य में इंटरनेट पर उपलब्ध ई-रिर्सोसेज का कलेक्शन कर वेब पोर्टल बनाया गया है. वेब पोर्टल पर हिंदी के सर्च इंजन और संस्कृत की मुख्य ऑन लाइन पत्रिकाएं, विश्वकोष, शब्दकोश और शैक्षणिक व अनुसंधान से संबंधित सामग्री उपलब्ध होगी.
